They have struggled for years to get a scrumhalf who can clear the ball quickly and pass in front of the man, then go ahead and sign a player with the exact same problems.
Phipps’ 12 Wallaby caps were all acquired through a process of elimination, too, after Genia, Nic White and Ben Lucas all got injured. Even a 35 year old Brett Sheehan should have been ahead of him on form.

At least the Rebels may actually give Stirzaker or Richard Kingi an extended run now. Both have looked much more threatening on attack than Phipps.
